The Benazir Taleemi Wazaif is a flagship Conditional Cash Transfer (CCT) programme designed for the education of children belonging to active BISP Kafaalat beneficiary families. With the BISP budget increased by 17% to Rs. 838 billion in the 2026-27 fiscal year, the government aims to expand coverage to motivate parents to send their children to schools and colleges, directly addressing the country's dropout rates.
This funding is not distributed automatically. It strictly requires active enrollment and continuous adherence to attendance regulations. Below is the official compliance framework to calculate your child's exact quarterly educational stipend.
FORM TW-1: Stipend Eligibility & Calculation Assessment
Instructions: Please select the precise demographic and compliance status of the student to ascertain the exact quarterly financial allocation.
1. Is the child's mother an active and verified beneficiary of the BISP Kafaalat Programme?
2. What is the current education level and corresponding age of the child?
3. What is the gender of the enrolled child?
4. Do you pledge to ensure that the child maintains a minimum of 70% quarterly attendance at the educational institution?
I. STIPEND ALLOCATION MATRIX (2026)
To encourage the enrollment and retention of female students, the Ministry of Poverty Alleviation and Social Safety has structured a gender-weighted stipend policy. Girls receive a higher financial incentive across all educational tiers compared to boys.
- Primary Level: Boys receive Rs. 1,500; Girls receive Rs. 2,000 per quarter.
- Secondary Level: Boys receive Rs. 2,500; Girls receive Rs. 3,000 per quarter.
- Higher Secondary Level: Boys receive Rs. 3,500; Girls receive Rs. 4,000 per quarter.
II. MANDATORY CO-RESPONSIBILITIES
The Benazir Taleemi Wazaif is strictly conditional upon two fundamental co-responsibilities. Failure to comply with either will result in the immediate suspension of the quarterly cash transfer.
- Admission: The child must be officially admitted and enrolled in a recognized school or college.
- Attendance: A rigorous compliance check requires the child to maintain a minimum of 70 percent quarterly attendance. School authorities report this data directly to the BISP framework.
III. OFFICIAL ENROLLMENT PROCEDURE
Active BISP Kafalat beneficiaries must visit a designated BISP Tehsil office or enrollment camp to register their children. The essential documents required for verification include the mother's original CNIC, the child's NADRA-issued B-Form, and an official school admission slip. The process ensures the child is digitally mapped to the mother's Kafalat account.
DISCLAIMER & ANTI-FRAUD NOTICE: The eligibility and stipend data presented reflect the official parameters of the Benazir Taleemi Wazaif program as of the 2026-27 Budget. The Ministry does not charge any fees for enrollment. Beneficiaries are advised to verify their status only via the official 8171 SMS service or through verified BISP offices to avoid fraudulent actors.
