Singapore Budget 2026: How to Maximize Your U-Save and S&CC Rebates

Utility bills and maintenance fees are significant recurring expenses for any household. To combat the rising cost of living, the Singapore Government has announced an enhancement to the GST Voucher scheme in Budget 2026. More than 1 million HDB households will receive double their regular U-Save rebates, offering up to $950 in relief for electricity and water bills.

1. What are U-Save Rebates?

U-Save rebates are part of the permanent GST Voucher (GSTV) scheme. They are distributed quarterly (in April, July, October, and January) and are directly credited to your household's SP Services account to offset your utility bills. In 2026, eligible households will receive an additional payout, bringing the total to up to $950 depending on your HDB flat type.

2. What are S&CC Rebates?

The Service & Conservancy Charges (S&CC) rebates help offset the monthly maintenance fees you pay to your Town Council. Depending on your flat type, you can receive up to 4 months of S&CC rebates. Similar to U-Save, these rebates are automatically credited to your Town Council account, meaning you will effectively pay zero or reduced maintenance fees during the rebate months.

3. Eligibility Criteria for 2026

To qualify for both the U-Save and S&CC rebates, your household must meet these specific conditions:

  • Citizenship: There must be at least one Singapore Citizen owner or occupier in the HDB flat.
  • Property Ownership: Immediate family members living in the same flat must not own or have any interest in more than one property.
  • Flat Type: The rebates apply strictly to HDB flats (1-room to Executive/Multi-Generation). Private property owners are not eligible.

Because the rebates are designed to be hassle-free, there is no application required. However, keep the following in mind to ensure smooth processing:

  • Ensure your household composition is updated with HDB, as this determines your eligibility.
  • If you move to a different flat type during the year, your rebate amounts will be pro-rated accordingly.
  • Any unused U-Save rebates can be rolled over to the next month's utility bill, meaning you will not lose the remaining balance if your bill is low.
