To help Singaporeans cope with the persistent global uncertainties and rising inflation, the government has unveiled a robust package of financial support in Budget 2026. Central to these measures is the one-off Cost-of-Living (COL) Special Payment, designed to put cash directly into the pockets of middle- to lower-income citizens. Coupled with an expansion of the CDC Vouchers scheme, millions of households will receive significant relief this year.
1. The Cost-of-Living (COL) Special Payment (Up to $400)
The COL Special Payment is a targeted cash payout for adult Singaporeans (aged 21 and above in 2026). The amount you receive is tiered based on your Assessable Income (AI) for the Year of Assessment (YA) 2025. To qualify, you must not own more than one property.
- Tier 1 ($400 Cash): For individuals with an Assessable Income of up to $22,000.
- Tier 2 ($300 Cash): For individuals with an Assessable Income between $22,001 and $34,000.
- Tier 3 ($200 Cash): For individuals with an Assessable Income between $34,001 and $100,000.
Note: Those earning above $100,000 or owning multiple properties are not eligible for this specific cash payout, but they still benefit from other household-level measures.
2. $500 CDC Vouchers for Every Household
In addition to individual cash payouts, every Singaporean household will receive $500 in CDC Vouchers in 2026. These vouchers are automatically distributed and can be claimed online.
• $250 can be spent at participating heartland merchants and hawkers.
• $250 can be spent at participating major supermarkets (e.g., FairPrice, Sheng Siong, Giant).
3. U-Save and S&CC Rebates
To further offset utility and service costs, eligible HDB households will receive a total of up to $570 to $950 in U-Save rebates this financial year, which equates to double the regular U-Save amount. Additionally, Service and Conservancy Charges (S&CC) rebates of up to 4 months will be provided, depending on your flat type.

4. How to Check and Receive Your Payouts
The government has made the disbursement process as seamless as possible for citizens:
- No Application Needed: If you are eligible for the COL Special Payment, you do not need to apply. The cash will be automatically credited to your NRIC-linked bank account (e.g., PayNow-NRIC).
- Claiming CDC Vouchers: One member of your household can claim the $500 CDC Vouchers digitally using their Singpass account via the official redeem.gov.sg portal. The vouchers can then be shared with other family members via a unique link.
- Beware of Scams: The government will never ask for your bank details or send you an SMS with a link to claim cash. Official notifications are typically sent via the Singpass app or SMS from "gov.sg".
